You should not use black, it's too harsh for your skin color.

Use a brown pencil liner and smudge it.

For your skin and hair color, make sure that you line the top of your eye only. You can use black or brown as long as the black isn't heavy, so don't listen to the people who say that you can't. Black is a universal liner color and compliments everyone! Close your eye, pulling the lid tight until you become more experienced with applying liquid eyeliner. Start at the middle, working your way out with a thin stroke of the brush. Do not lift the brush, but apply more pressure as you come closer to the outer corner. Apply mascara to the top lashes only to finish the look. Don't be upset if you don't get it the first time. Liquid liner requires a lot of practice and a steady hand. If you feel that your hand isn't steady enough, rest your elbow on a table while applying.

According to some make up artists, you may want to go with grey eye liner durring the day time because black might be very very harsh looking, and come off as offensive or rough looking, but at night black looks better than durring the day with your hair etc...something , if your interested in shadow and a liner, that is the opposite of your eye color also contrasts , but going with blue would bring them out more. As for the specific type of blue, go with a cooler blue if you are cooler, if you have olive tones go with a greener blue. Also instead of liquid eye liner which is very very harsh try just using some dark eye shadow (brown, blue, or black, dark grey, ) and applying it with a very thin brush as you would eye liner for a softer more natural look. You can also just use a pencil instead of liquid and if you want to you can smooth it out a little bit with an eye shadow applicator to make look smoother and more natural.

Black isn't always what is in style or with the season so if you want to try more colors and methods of applying, with a little practice in the bathroom you should do just fine.
